Unlocking the Strategic Value of Technical Staff in Higher Education

Passionate about Technical Education in HE
Hello, I’m Dr. Tim Savage. I have spent over two decades at the intersection of academic leadership, professional services, and workforce development. My early training was in photography, a technical art form where success relies on a complimentary blend of theoretical knowledge and practical skills. This foundation ignited my lifelong passion for helping universities create environments, facilities, and staffing that integrate theory and practice to support learning, innovation, and sector-leading educational experiences.
My career in higher education has allowed me to build and manage award-winning multidisciplinary technical teams, recognised as exemplars in the UK and internationally. My philosophy is rooted in a combination of experience and ground-breaking research, influencing sector practice and policymaking across the creative arts, STEM fields, learning and teaching, scholarship, and research.

Technical Learning. Strategic Impact.
In the rapidly changing landscape of higher education, universities face the challenge of achieving more with limited resources. Both in the UK and internationally, institutions are recognising the strategic importance of their technical and professional staff, particularly in areas such as improving teaching quality, enhancing student experiences and outcomes, and building better integration with academic teams and curricula.
I offer consultancy and training aimed at delivering measurable results and value. My services include workforce planning and optimisation, pedagogical development for technicians, technical engagement with the Teaching Excellence Framework (TEF), Research Excellence Framework (REF), and National Student Survey (NSS), Graduate Outcome Survey (GOS), as well as commercialisation strategies. Whether you’re looking to expand your offerings, refresh your strategy, or improve technical learning and teaching practices, I can assist you in optimising your professional services teams.

What People Say About Working With Me
The value of my work is best reflected in the voices of the people and institutions I’ve worked with.

Dr Sally Bradley
Dr Tim Savage recognised the contribution to teaching made by his technical staff and encouraged them to gain Postgraduate level teaching qualifications, alongside Fellowship of the HEA (FHEA). He led by example achieving one of the first Principal Fellowships (PFHEA) to be awarded to a member of technical staff. Tim is not only a visionary leader but ensures that credit is given to the staff working for him.

Camille Baker
I worked with Tim on a £2m capital bid for a new School of Games and Creative Technology. Tim led technical planning, liaised with academic teams and suppliers, and authored key sections of the OFS bid, underscoring the credibility of the proposal while highlighting how technical staff would add value to the project. He brought clarity and strategy under tight timeframes. Post-approval, Tim negotiated optimal locations and oversaw procurement and installation to deliver on time and on budget. He was a knowledgeable, thoughtful, and effective liaison throughout. I would happily work with him again on a project of this scale

Kate Dixon
Tim delivered an engaging keynote at Manchester Metropolitan University’s Technical Services Conference in summer 2024. His insightful, well-researched session impressed 240 technical colleagues from science and arts backgrounds, offering fresh perspectives and intriguing facts. Tim’s ability to challenge and expand the audience’s thinking makes him an exceptional speaker. The feedback was outstanding, and we wouldn’t hesitate to invite him again.

Sam Brewer
I have worked with Tim for many years on both singular projects and wider architectural planning, and he is a fantastic facilitator of project and people management. Tim excels at providing clear briefs from ambiguous academic concepts, whilst driving innovation, sustainability and future flexibility into schemes. He is a pleasure to work with, and I look forward to hopefully having the opportunity to continue to do so in the future.

Dylan Costa
The Rhode Island School of Design Technical Association hosted Dr. Savage for two days of on campus conversations around the role of technicians in the pedagogy of an art and design education. We found the evidence-based research he brought from the UK mirrored our lived experience and our members found it particularly satisfying to have our perspective so capably and cogently described. Our members left with a feeling of having been heard and benefit from a new perspective and vocabulary in describing our experience.

Philip Lambert
I worked with Tim to help launch and expand the Institute of Creativity and Innovation in Zhangzhou, China. Establishing a new campus abroad with a partner university comes with significant complexity, and Tim’s knowledge, energy, and expertise were invaluable. He played a pivotal role in shaping the technical aspects of the curriculum, aligning operational frameworks and policy, creating detailed campus plans and specialist facilities, and developing context-specific role profiles. I confidently recommend Tim to any institution seeking to optimise its technical infrastructure and resources in the UK or internationally

Peta Tattersall, Director of Academic Services, University of Portsmouth
I worked with Tim in 2020. Tim contributed his expertise, in a consultancy capacity, to a Technical Review I was undertaking at the time. Tim’s breadth and depth of knowledge of all things associated with technical provision and support in the Higher Education context, particularly in the area of creative industries subject provision, was invaluable. He was able to provide me with sector data and insights that assisted me with the formulation of an, ultimately successful, change business case. Tim was very responsive and engaged and I would have no hesitation in recommending him as a colleague or consultant.
